ABS & Co has been engaged by the Capital Development Authority (CDA) as Transaction Advisors, alongside consortium partners KPMG and Nayyar Ali Dada & Associates, to provide comprehensive legal advisory services for the operationalization of the Ghandhara Heritage and Citizens Club at Islamabad.
The project, undertaken on a PPP basis, is a landmark initiative aimed at transforming the facility into a cultural and community hub of international standing and is central to CDA’s broader vision of positioning Islamabad as a global hub for diplomacy, business, and tourism.
ABS & Co has led on the institutional and regulatory review, identification of legal risks, and analysis of Pakistan’s PPP regime, the CDA Ordinance, and relevant municipal frameworks to ensure that the transaction structure is robust and sustainable. As part of strengthening the structure and ensuring its efficacy, we also drafted regulations for the administration of the Ghandara Heritage and Citizens Club.
Our mandate extends through the full lifecycle of the project, from feasibility and transaction structuring to procurement and financial close. This includes preparing procurement and transaction documentation and advising on negotiations and closing documentation.
