ABS & Co has advised the Program Management Implementation Unit (PMIU) and the Punjab Housing and Town Planning Agency (PHATA) on the implementation of the World Bank funded Punjab Affordable Housing Program (PAHP).
The PAHP supports the Government of Punjab in strengthening housing institutions and regulatory systems while expanding access to affordable housing across the province. The program aims to improve governance, enhance institutional capacity, and facilitate private sector participation through infrastructure investments and innovative delivery models, thereby increasing the supply of affordable housing for low-income and vulnerable communities.
As part of this engagement, ABS & Co has drafted the Joint Venture Rules and Regulations to enable and streamline private sector participation in affordable housing development under the program. These regulations will form the basis for promoting sustainable public–private partnerships and mobilizing private investment in the housing sector.
The work was led by Samar Masood, Partner, along with Ryena Khera, Syed Kafeel Abbas, and Manahil Gilani. Through this engagement, ABS & Co continues to support transformative development initiatives that align with Pakistan’s housing and urban development objectives in collaboration with international development partners such as the World Bank.
