Zeerak Elahi is an Associate at the Lahore office and works as part of the Corporate and Commercial, Real Estate, Construction and Dispute Resolution departments.

Zeerak graduated from the University of London in 2020 and has been with ABS & Co since then. His main areas of focus include legislative drafting, arbitrations, contractual advisory, banking litigation and constitutional litigation. 

In his time at ABS&Co, Zeerak has advised and assisted the Punjab Central Business District Development Authority on various matters specifically in drafting the (i) PPP Regulations, (ii) Procurement Regulations, (iii) Land Auction Regulations and (iv) Procurement Rules for the Punjab Central Business District Development Authority. He also assisted the Authority in a major financial transaction worth PKR 34.89/- billion.

Zeerak actively assists senior partners in major litigation. He has assisted an associate partner in making an arbitral award worth PKR 1.5 billion a Rule of Court and in obtaining a decree for a financial institution for PKR 2.4 billion. Furthermore, he was involved with a partner in a representation before the Ministry of Interior for removal of three directors of ZKB-Reliable JV.

He has also participated in multiple arbitration proceedings on behalf of Mughals Pakistan Ltd., Kingcrete Builders, Paksat International and Habib Construction Services. 

Moreover, Zeerak is highly skilled in contractual, legislative and opinion drafting. He has drafted various complex Public Private Partnership agreements, mainly consisting of a $600 million PPP agreement for the construction and development of 10,000 acres between RUDA and HRL Consortium. 

  • Lahore Central Business District Development Authority in relation to the auction of Plots 01-09 facing Main Boulevard Lahore including advise on transaction structure, project documentation and the preparation of sale/purchase agreements with the successful bidders
  • Mughals Pakistan Private Limited in a major construction dispute under FIDIC Red Book 1999 arising from the construction of the Serena Hotel Project in Lahore against Property Real Estate Investment and Management Company (PRIMACO)
  • Maqbool-Calsons JV with respect to its claim for the revision of rates in light of Covid-19 in relation to the Infrastructure Development of Quaid-e-Azam Business Park (QABP), Sheikhupura
  • Kingcrete Builders in relation to claims arising out of the termination of a contract for the construction of Federal Government Employees Housing Authority Apartment Building in G-13, Islamabad (a flagship project of the Prime Minister’s Naya Pakistan Housing Scheme)
  • Mirza Associates Engineering Services Private Limited in relation to a dispute arising from the provision of consultancy services for the Kohala Hydropower Project
  • Ch. Abdul Latif & Sons with respect to the contract management of its project with the Lahore Development Authority (LDA) for the Construction of Underpass at Samnabad Morr, Multan Road, Lahore
